What this statement covers
This statement applies to boroughlets.com, the website you are reading. It does not apply to the BoroughLets platform, which sits behind a login and is a different piece of software. The platform does not have an accessibility statement yet, and we would rather say that plainly than let the two be confused. Accessibility of the platform is an active commitment through the pilot, not finished work.
BoroughLets is a supplier, not a public sector body, so the Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations 2018 do not apply to this site. We follow the same format voluntarily, because councils ask for it and because it is the clearest way to tell you what we actually checked.
How accessible this website is
We believe this website meets WCAG 2.2 level AA. That belief is based on the testing described below rather than on an assumption, and if you find something that falls short we would like to know.
What we tested, and how
On 20 September 2026 we tested every page of the site, at desktop and phone widths, in a current version of Chromium.
- Automated. axe-core against the WCAG 2.0, 2.1 and 2.2 A and AA rule sets, on every page, at 1440 and 390 pixels wide, after scrolling each page to the bottom so that content which appears on scroll was included. It reported no violations.
- Reflow. Every page at 320 pixels wide. No page requires scrolling in two directions.
- Text size. Text at 200 per cent with no loss of content or function and no sideways scrolling.
- Keyboard. Every control reached and operated with a keyboard alone, including the screenshot viewer, which opens with Enter, moves with the arrow keys, closes with Escape and returns focus to the thumbnail it came from. A skip link is the first thing the Tab key reaches on every page.
- Reduced motion. With the operating system set to reduce motion, animation is switched off and no content is left hidden.
- Without JavaScript. Every page reads and every link works with scripts blocked.
- Structure. One first level heading per page, no skipped heading levels, a text alternative on every image, and every form field tied to a visible label.
These checks now run automatically whenever the site changes, so a future change cannot quietly undo them.
Known limitations
Automated testing catches perhaps half of what matters, so this is a list of what we know rather than a guarantee of what exists.
- Screenshots of the product. Each has a text alternative and a caption describing what it shows, but the fine detail inside a screenshot, individual figures in a table for instance, is not reproduced in text. If you need the detail in a screenshot, ask us and we will send it in text.
- Short product clips. The looping clips are decorative, silent, and hidden from screen readers, and the still image beneath each one carries the same information. They have no captions because they have no audio.
- Inline links inside sentences rely on the exception in WCAG 2.2 success criterion 2.5.8 for targets constrained by the line height of the text around them.
- We have not tested with every assistive technology. Our testing is automated tooling plus manual keyboard and zoom checks. It is not a substitute for an audit by disabled users, which we have not commissioned.
